What is CRS-ITP?
The Civil Registry System- Information Technology Project (CRS-ITP) is a computerization of the Civil Registry Operations of NSO. It is designed to collect, store and manage civil registry documents (CRDs) and the specimen signatures of all city/municipal civil registrars including all CRS authorized signatories, using the imaging technology. It offers the following services, which constitute the core application of the CRS: 1) issuance of civil registry documents on security paper (SECPA); 2) authentication of civil registry documents; and 3) electronic processing of endorsed documents.
What is Electronic Endorsement?
Endorsement is the process by which copies of registered documents not found in the CRS database or the NSO archives can be forwarded to the NSO Central Office for verification so that NSO can issue copies of the documents on security paper or on CRS Paper.
Through the Electronic Endorsement Process, the once centralized function of accepting endorsed documents from the Local Civil Registry Office (LCRO) will now be decentralized to the various Serbilis Outlets. The Serbilis Outlet will do an initial inspection of the documents and scan those that pass their inspection to produce the electronic copy that will be forwarded to the Central Office for verification and approval. If approved, the outlet can already issue a copy based on the endorsed document.

What is BREQS?
Batch Request Entry Query System (BREQS), is an off-line
application software designed for use by NSO- authorized partners to
receive requests for NSO-issued copies and certifications of civil
registry documents from the public and issue the documents to its
clientele. The actual processing of the requests is done by the
Serbilis Outlet assigned to service the authorized partner (also known
as the BREQS user).
